The Illusion of Neutral AI: Why an "Unbiased" Future is Impossible.

The AI industry often claims it can remove bias from its models - as if an objective truth exists to which all systems could be aligned. Fairness, they suggest, could become a mathematical constant. Yet fairness is no such constant. All major language models carry a massive “WEIRD” bias (Western, Educated, Industrialized, Rich, Democratic). This bias is well-documented, as are many others. The demand to fully eliminate bias, however, overlooks a central issue: Who actually defines what "unbiased" means?

 

Whose bias is the right one?

In the US, equal treatment officially serves as the benchmark for fairness; in East Asia, result accuracy takes precedence, even if it leads to unequal distributions. The EU has published its "Ethics Guidelines for Trustworthy AI," while companies like IBM develop their own frameworks. Each entity interprets impartiality differently and is convinced of its own correctness. The core question remains: Whose values should be embedded in the models? Whose bias is deemed acceptable?

 

A concrete example illustrates the conflict: An AI model generates images of CEOs. Should it reflect reality - with a maximum of 25 percent women, in line with current statistics - or enforce a balanced 50/50 distribution to promote justice? Mirroring reality perpetuates existing discrimination and reinforces stereotypes. An artificially imposed balance, however, creates new distortions and feigns an equality that does not yet exist. Here, two positions collide: Should AI mirror society as it is? Raw and unvarnished? Or act as a corrective force to break stereotypes? Should it provide proportional representation, which underrepresents minorities, or pursue deliberate overrepresentation? There is no universally correct answer. Every choice is a value judgment that must be made.

 

Bias changes its form but persists

Particularly revealing is that reducing WEIRD bias does not necessarily lead to more ethical outputs. Models with less western bias produce 2 to 4 percent more content that violates human rights. Less western bias does not mean greater ethics; it simply shifts priorities. And thus introduces new risks. In a less WEIRD-dominated model, collectivist values might override individual rights, or traditions could hinder progress. The bias merely changes its form but persists.

 

Neutral AI is therefore unattainable - neither technically, as every training decision and dataset weighting implies a value judgment; nor philosophically, as neutrality itself is a cultural construct; nor practically, as data always reflects a selective narrative. The debate over perfect models distracts from reality: Such models do not exist and never will.

 

Instead, transparency is key. Every model should carry a clear label disclosing the embedded cultural values. For instance: "This system prioritizes western individualism values" or "Efficiency is placed above equal distribution here." This must be complemented by broad AI literacy: Programs that not only inform users but foster critical thinking.

 

Needed: Empowered users who can recognize and contextualize

Techniques like cultural prompting (a simple method where users add cultural context to their prompts, e.g., "from an African perspective") to draw out diverse, less biased responses enable targeted requests for perspectives from non-western contexts (e.g. African, indigenous, or queer viewpoints). Education should be inclusive and accessible, emphasizing ethical gray areas and critical awareness. In this way, no perfect machine emerges, but empowered users who can recognize and contextualize bias.

 

The question of bias in AI is not a technical one, but a societal one: It is biased, like every human creation. What matters is who sets the direction: corporations, regulators, or the public, and how we address it. Without this reckoning, we risk AI not merely reflecting our world but shaping it according to values we never consciously chose. It is time to move the debate from ivory towers into everyday life: into educational institutions, discussion forums, and policy agendas. Only then can we not eliminate bias, but master it.
