With artificial intelligence (AI), we are now experiencing the next profound upheaval – one that is far less understood than its predecessors. AI can not only distribute content, but generate it. It can not only collect data, but detect patterns and derive recommendations for action. And it can not only accompany political processes, but actively shape them – from targeted voter profiling to automated decision preparation in ministries.
This raises a central question: What does it mean for democracy, the rule of law, and society when decisions are increasingly influenced, prepared, or even made by machines?
The debate is polarized. Some celebrate AI as an efficiency revolution that could curb corruption, accelerate administration, and better involve citizens. Others warn of a new dimension of manipulation, opacity, and concentration of power – a danger to the very foundation of democracy.
This guide positions itself as a compass in this field of tension. It does not aim to promote blind techno-optimism, nor to fuel dystopian fears. Instead, it highlights:

The decision-making power clearly remained with humans. AI shifts this balance. Based on vast amounts of data, it can independently generate policy suggestions, analyze legislative drafts, or propose priorities. In simple scenarios, it remains a tool that saves time and reduces complexity. In more advanced scenarios, however, it becomes an actor whose output not only informs but effectively steers human decisions.
At this point, a crucial question arises: Who bears responsibility for the outcomes? The developer, the party, the government – or no one at all?

The infrastructure for modern AI lies in the hands of a few globally dominant corporations – primarily in the United States and increasingly in China. Political systems that build their administration, communication, and decision-making processes on these technologies risk becoming dependent on providers whose business interests do not necessarily align with democratic principles. At the same time, the geopolitical balance of power shifts: states with strong domestic AI capabilities secure strategic advantages, while others risk falling behind technologically and politically.
Practical example: When OpenAI released its GPT-4 model in 2023, governments, businesses, and educational institutions around the world quickly began relying on this infrastructure. Since then, Europe has been intensely debating “digital sovereignty,” recognizing dependence on U.S.-based platforms as a security risk.

Scenario 1 – AI as a Support System
In this scenario, politics remains fully in human hands. AI assists voters, politicians, parties, and election authorities by providing information more quickly, simplifying processes, and automating administrative tasks. It performs fact-checks, answers citizen inquiries, or helps parties tailor campaigns. Election authorities can use AI to monitor vote counts and flag irregularities.
Decision-making power clearly remains with humans. AI functions here like an assistant that reduces complexity and increases efficiency. Risks lie in dependencies on technology providers or opaque usage, but democratic legitimacy remains intact.
Practical example: In Estonia, the election authority uses AI to detect irregularities in online voting and forward suspicious patterns to human auditors. The final decision on election results, however, rests solely with the election commission.
Scenario 2 – AI in Political Office
In this second scenario, AI is not only used as a tool but integrated into official positions. Albania created a precedent in 2025 by appointing an “AI Minister.” Such experiments raise fundamental questions: Who decides to place AI in office? What legitimacy does a system have that no citizen has voted for? And how can citizens hold decisions accountable if they originate inside a black box?

The third scenario goes further: not only politicians but also voters could delegate their decisions to AI systems. This could happen deliberately – for instance, as part of a “deal” in exchange for incentives such as tax breaks – or gradually, as people increasingly base their voting choices on AI recommendations. Already today, many citizens ask systems like ChatGPT which party aligns best with their views.
The risk is that individual opinion formation is displaced. Formally, the right to vote remains, but substantively it loses meaning, as decisions are pre-shaped or even entirely taken over by algorithms. Democracy would continue to exist as a ritual, but lose its substance.
Practical example: In the United States, there were lawsuits against OpenAI because generative AI provided advice in highly sensitive life situations – including suicidal crises – that directly influenced human behavior. If AI systems already affect existential decisions, it is not far-fetched to imagine them shaping or even determining political choices as well.
Conclusion on the Three Scenarios
The three scenarios do not describe inevitable futures, but potential development paths. Level 1 is already reality: AI supports politics and administration in many areas. Level 2 is being tested in pilot projects but remains highly contested. Level 3 may sound futuristic, but current patterns of AI use already point in this direction. The decisive factor is whether society and politics actively shape which scenarios become reality – and which must be prevented through clear safeguards.
8. Recommendations for Action
The use of AI in politics is not only a technical challenge but above all a societal and institutional one. To harness opportunities and control risks, clear responsibilities and practical guidelines are essential. Four groups are particularly in focus: politicians, citizens, institutions, and international politics.
For Politicians: Transparency, Regulation, Capacity Building
Political decision-makers must ensure that AI systems are used in a transparent and accountable way. This includes disclosing where and how AI is applied – from election campaigns to administrative systems to decision support. Regulations such as the European AI Act are first steps, but they must be consistently translated into national laws and practical procedures.
At the same time, capacity building is crucial: politicians without a basic understanding of AI remain dependent on the explanations of advisors or vendors. Only those who grasp at least the fundamentals of these mechanisms can make responsible decisions.
